Generic Annotation Symbol scale/scaling family element too small

Hi,

I know I'm far from the first person to come here perplexed about how to scale a generic annotation symbol to match the scale of whatever sheet is is showing up on... but I'm lost. From other posts, I've gathered that there is no quick and easy way to make an annotation symbol show up in the scale of whatever sheet it is placed on. Fine, I can accept that there's just things about Revit that don't make sense with how my brain works. It seems like the (extremely lengthy) workaround is to build and nest multiple versions of the same annotation symbol at every single scale I might ever want to see the symbol show up in, into the associated family. This works fine at a scale of 1/4"=1' but when I try to do 1/16"=1', I get a popup saying the element is too small on screen. If I can't draw the symbol at a 1/16"=1' scale of its normal size, and Revit won't scale the symbol to fit proportionally on a sheet at a 1/16"=1' scale... how do I get a symbol in the correct scale?? 

For reference, I have a drawing package showing some less detailed 'overall plans' with the entire footprint of the building, which only fits into the drawing set size at 1/16"=1'. The rest of the plans are more detailed views, area by area, which are displayed at 1/4"=1'. This means I need 2D symbols that can display at both scales for each family. Theoretically, building a 1/4"=1' and a 1/16"=1' symbol and changing the v/g detail level overrrides (to make one coarse and the other medium) would suffice for the two scales I need, provided I was actually able to make a symbol at the 1/16"=1' scale that I currently can't. However, in a dream world, the families would be able to show the same 2D symbol at the same size ratio to its surroundings in any potential view scale, the same way the 3D families do. The families are either custom built lighting devices or electrical receptacles, so the prerogative is to show them accurately in relation to their surroundings. 

Again, I've resigned myself to having to individually build and nest the same symbol at each possible scale needed for every single family, but now I can't even draw that because the element is too small for Revit. What are my options here??
