Generic Annotation Family is Stretching Legend Viewport

I am attempting to make a legend of our commonly used controls symbols.  All of the symbols are Generic Annotation families.  One family, the base mounted pump symbol, has its movement grip very far away from the family origin.  In my experience the grip is usually centered horizontally with the left and right extents of the family, but I can't find anything inside the family that would shift the grip so far away from the origin.  This is causing the legend viewport to be way bigger than the area taken up by all the lines and symbols.  It isn't a huge problem, but it is annoying because the legend is selectable anywhere over the whole viewport.  This makes it difficult to select anything else on a sheet with the legend, because the legend viewport is bigger than the sheet.  It doesn't look like there is any view crop for legends, either.   Can anyone take a look at the attached family to figure out what is going on?

 

The first picture shows the family grip far away from the actual family.  The second picture shows the legend viewport stretching to accommodate the grip.

I've looked at your family. When I add in CAD into the file, it seems the file origin is far away

When I move the generic annotation and reference plane to the origin point, it works like a charm.
