Tried creating toposurface by specifying point elevations. It seems the surface is always created from a certain absolute level irregardless of how I try to move or respecify the Project Base Point. Am I missing a certain setting?

That's fine, I got that. My problem is: a point elevation of say 20000.0 should generate a point on a surface that is 20000 from the Project Base Point elevation of 0.0.
My problem is, no matter how I move the project Base Point, the 20000 will always generate a surface at the same level if I move the Project Base Point.

Yes, I tried both moving the PBP and SBP clipped and unclipped to see the effect on the generated surface. The surface is always generated on the same absolute level. Also, when I start creating a surface, I'm getting only the 'Absolute Elevation' option.
As a work around I mark this position (0.0) and physically move the surface to where I want it after. That's not ideal or correct.
I've been generating surfaces before without any problem, I thought there may be some settings I'm not aware of that changed that I'm not aware of.

I asked you about the clipped PBP because I thought you need to move the PBP without moving the topo surface. But it wasn't the question.
It's always been as you described as far as I know. When you create the surface, if you don't select a Work Plane, it will default to the View's Level. So, you can add a Level and the level's View prior to creating the surface and draw the surface on that View.
The recommended workflow would be create the topo surface in a separate Site file, establish Shared Coordinates, and linked in the model file. Then the model file acquires the Shared Coordinates from the Site link.
