I am an interior design student working on my thesis, my plans are not coming out as clean as I would like, my elevation marker is also very large. Could someone give me tips on this? I am plotting on a 11x17

These symbols are annotative elements, so their size depends on the view scale.
You can fix this in two ways:
Change the scale from the View Control Bar at the bottom of Revit
(A smaller scale will make the elevation markers appear smaller on the sheet.)
Edit the family of the elevation marker if you want to change its graphic size permanently

Hi thank you for your help!  When i adjust the plans scale they just get to small when i put them in PDF. I also can not seem to change the gaphic size permanelty as i can not access the family.

You're welcome.

All families that exist in your project are accessible through the Project Browser.
Just find the family there, right-click, and choose Edit Family.

The elevation symbol isn't changing sizes. You are changing the scale of the drawing around it. That symbol, and all annotative elements will be the same size whether you print it 1:1 or 1/16" = 1'. 

Changing the annotation symbol itself will probably take multiple steps. For instance, the elevation symbol probably has two families within it that control its appearance. The tag itself, which is likely just the circular element shown, and then the callout tag, which is the arrow. Edit the type of the elevation to see which families these are, and then go find those in the project browser as suggested above.

1. Select the elevation callout in your plan.
2. Click Edit Type.
3. Click the [...] icon that appears when you hover over the "Elevation Tag" value.
4. The value in the Elevation Mark is the family name.
5. Find this in the project browser --> families --> Annotation Symbols --> family name.
6. Edit that family and change the size. It will also have the nested pointer family in it. Select that and edit it also to change its size. Reload the nested family into the marker family and then load it back into the project.
