That should be done with Toposolid/Toposurface.
But if you need it to be a floor, you can use a Dynamo script to read the points of the toposurface (don't know how it goes on toposolids) and apply the contours as "Modify Sub Elements" automatically.

If you can ID a point in the CAD Survey that is also in your Revit Project, you could use Specify Coordinates at Point in Revit and enter the x, y, z corrdinates of that ID'ed point into the N/S, E/W and Elevation Fields. Then Link the CAD via Shared Coordinates/Aligned.
