Filters Don't Affect Referencing View

My View Title states the 'referencing view' of a section - which in my understanding is the earliest sheet in the project browser in which the section is visible.

 

However, this visibility seems to only understand hiding by category or by element. If I have filters to hide my section, Revit still thinks it's visible in the view, even when it isn't. It would be nice to be able to select from the referencing views (a suggest I have seen before), but at least to have the filters affect Revit's calculation.

 

The other way I see of doing this without manually hiding every section in every high level view is to create them all as dependent views, but that has its own issues, as you are still unable to reassign a view to a different parent. Are there any ways to get around this?
