Filter Working for Some Walls, but Not Others

I have a rules based filter that replaces cut pattern of walls with "1 HR" as it's Fire Rating. It is working on some walls and on other walls it is just a solid color. See attached. They are different wall types, but they are all in the same phase, The wall types that are working are single layer walls. The two types not working; one is a single layer, one is 3 layers.

In this screenshot, those tags that say "1 HR" are reporting the wall's Fire Rating parameter. Those tags that say "3B", "13D", etc. are just reporting the Type Mark parameter.

This could be several causes...so basically guessing.

The layers of a Wall shouldn't be a issue.

 

Rule Filters work in order, are there any other filter that effect walls or better disable all filter and only enable the "1 HR" filter. What happens?

 

With what pattern is the Cut Replaced? A Solid, and front or back of the fill?

@TripleM-Dev.net Thank you for your quick response.  I had already checked the overriding filters possibility.  That wasn't it.  I did turn off the background fill pattern in favor of only overriding the foreground pattern since my pattern is only one pattern and setting the background pattern to not visible.  That's just a good tip in general actually.  Thank you for that.  That actually helped one of the two walls.  

 

The end result was just that I had the scale factor on the fill pattern too small.  Went from .25 to .50 and that seems to have cured it, possibly along with the other tip as well.  Thank you!
