Filled Regions do not match Cut Pattern Filters in same view though all settings seem to be identical in the View Filter and the Filled Region Type Properties. Filled Regions are illegible whereas the Cut Pattern View Filters for the walls appear as desired.
The Detail Level of the View appears to influence this in that the Cut Pattern View Filters become illegible if Medium or Fine is chosen. There are no Coarse Pattern overrides set up in the Wall Type Properties.

Are they both drafting patterns? whats the scale of the views? are they both the same?
Yes, they are both the same drafting pattern and both instances are in the same view so they are at the same scale (1/16” = 1’-0”.) We also encountered this issue at larger scales.
It works quite well for the intended application. Unfortunately, the shortcomings of wall legends has led us to drafted regions for the legend and the problem posted here.

I prefer to use 3D/Phased Legend or Detail Components as Legend...BUT how would the filled region look like if you reproduce that Drafting pattern (applied to wall) as Model Pattern and apply to the region?

Thanks for all the suggestions. I am finding posts on other forums that suggest that there is no solution. We just cannot create a legend in a straightforward manner that matches these View Filters.
The best solution we have found is a mixed of filled regions and coarse patterns so that we can keep the graphics in the legend realm and allow us to put legends on multiple sheets.
