In Revit 2018 , 2019 or 2020 - When I choose File open and try to browse from the Look In section at the top, Revit will say not responding for about a minute then will eventually find the drives.
Any ideas why? I have completely uninstalled and reinstalled as well deleted the Revit.ini files.
Very frustrating - Other non AutoDesk products are not experiencing this.

Looks to me like Revit can't find some network drives. Similar happened to me before.
You said that you deleted Revit.ini file. The thing is that you must not delete Revit.ini files but edit them (means: open with Notepad or Notepad++) and delete everything between:
[Recent File List] and
[Recent Workset List]
Do not delete [Recent File List] and [Recent Workset List], just the content between them.
Save the ini file.
Run Revit.
If you just delete Revit.ini file, Revit will generate it again once you run it.
