Cannot manually adjust in the plan view and it is greyed out in the properties palette when the marker is selected and in the actual view.
Here's a good one. It seems like an easy fix but it's not. No View Template applied, not pinned, other Elevations in the same view I can adjust. It's not just limited to this one Elevation marker. It is also not Elevation type dependent. It must be something to do with the actual view and not the Elevation marker

Inside the view, the properties palette shows the clip offset as available, but cannot adjust by typing a number in there and obviously cannot stretch the arrows in the referring view. Here how the properties palette looks in the elevation view. The far clipping is set to about 15', which is not far enough to actually see most of the building. I need to stretch it, or manually modify the clip offset to see the building.

This was happening to me. My view was independent, so that was not the problem. But I found the answer in my case: there was a scope box selected. I switched it to "none" and that brought back the pull arrows to adjust the section cut plane manually.
