When I try to load families from a library, I can't see the Libraries.
Before I upgraded to Revit LT 2021,
they used to be in the grey column to the left in the screenshot.
I wondered if they hadn't load properly, so I did it again without success

There was a change in how library content is loaded with the 2021 version of Revit.

If you click the Get Autodesk Content command (Insert Ribbon Tab | Load from Library Ribbon Panel) are you seeing the download page for the content?

I had downloaded the information from the correct Revit Content website before posting my initial query, but chosen British English instead of American English for the files, as screenshot showing all the files downloaded attached. When I tried American English, the Family Library loaded ok, except perhaps with fewer families than it had under Revit 2018, but the Family Templates still hasn't. Needless to say, I restarted the laptop as suggested in the screenshot without success, so I still need some help, please.
However, this raises the prospect of there being a British English Revit LT core software; is that the case, please ?

try to do a clean uninstall and reinstall again and select prefer libraries content and see if helps. thanks

You can download library from respected languages from below link. Export then you can use from the exporterd folder.
I got it.....you are opening the project...you need to open the File==> New==>Family.

From your screenshot, it looks like there is a problem extracting the family templates.
This could be due to a bad download (i.e. the file is damaged/incomplete), or a problem with the permissions.
Regarding changing the program language, the following help topic has info on your options: Use Revit in Other Languages

Regarding reinstalling Revit, if the issue is limited to the extraction of the template files from the download RVT20201_ENU_Metirc_FamTemplates_Templates, then I think we should focus on getting the files successfully extracted (i.e. the extract process indicates success and you can see the files in Windows outside of Revit).

I fixed the Library issue with uninstall - reinstall, but you have replied regarding is there a UK English Core Version of Revit, where I might be able to get back to the more extensive Libraries I seem to recall under Revit LT 2018 ?

You know - this is another stupid change from Autodesk that just cost everyone a lot of time and money. How about a an email explaining this before you just change things - We use these tools on a daily basis!
We are the ones trying to get to the work out, no skin off of your butt. If you're going to make changes how about actually upgrading your crappy software that you haven't changed in years instead of just making small revisions every year that annoy the crap out of everyone.
What a joke this software is - I try to use it as little as possible and days I do things like this happen.
This is a user help forum. The complaint department is down the hall and to the left.
I agree with you; it shouldn't be necessary to have the software fail, try to fix it for hours, raise a query, try to fix it, get a few more suggestions, try again, etc
