Families not snapping when trying to place them

I have light fixture family that will not snap to anything when being placed.  Any ideas on what would preventing it from snapping?  My other families... say a couch, allows you to snap to end, or midpoint while placing it.  This can light won't cooperate.

Please see this video to see exactly what is happening:

Also attached are the two can light families from the video.  One that snaps and one that will not.

I'll take a look at the file a little later. I run into families that behave this way, light fixtures quite often too. The reference planes that define the origin, and edges should all be defined with their IsReference parameter. If they are set to Not a Reference or Weak they often don't provide for "snapping" response. They also don't allow dimensions to "jump" from reference location to the next location (think dimension to edge > center > other edge). Swapping families also risk losing dimensions when the IsReference parameter is not defined in the original or the replaced family. The parameter is meant to provide consistent logic for orientation and "connection" in the families, for example light fixtures... if they all use the same logic for Front, Back, Left, Right, Top, Bottom... the snapping, dimension referencing and swapping behave will/should be consistent. All part of maintaining an effective library of families.

One is face hosted and the other is ceiling hosted.

@barthbradley   Yes, correct.  Is that that issue then?  Ceiling hosted families just don't snap?
