Face Based Family not displaying as expected: Maintain Annotation Orientation + Reflected Ceiling Plans

Been having this issue for a couple of years now.

We have several "Face Based" families that are used on walls, floors, and ceilings.

 

Below is an example of one of our families shown in a circle to show the angle changing.  (Bigger symbol is pointing outwards, smaller symbol pointing inwards) Annotation's are appearing as expected here.

But when you look at the same area on a reflected ceiling plan...

The devices located at 12(90) and 6(270) are pretty close to the floor plan devices, but the further left and right you move it looks like the RCP is mirroring & rotating inversely?

 

Is there anyway around this?  Or is there a way to only "maintain orientation" of some of the annotations?

 

Revit 2022, but has been an issue for other versions.

Made this with a clean model, loaded the family into it.  and did a similar layout to what is shown in the pics above.

If I do that then my 3D device is going into the ceiling not on the ceiling.
