Is there a way to have a master legend outside of Revit that is linked to multiple projects, whereby you can update the master legend that is then updated in all projects?

A legend of anything really. Basically the question is, "Can you have an external file that is linked into Revit projects that is updated in the external file and subsequently updated in the Revit projects?"

Yes you can certainly link a master file to your projects and update it. However, it only works for model views, not drafting views, not legend views. With that said, you can create legends as model views and link.

- Create a master project model
- Create legends in a model view (plan view for plan legends, ceiling view or RCP legend, elevation for section/elevation legend): place actual components, symbols, annotations... You can create all legends in one view, but place them apart so that you could use a viewport to show a particular legend.
- In your project model, create a new level above or below your actual model, name it Legend level, create a plan view and a ceiling view from this level
- Link the master file to your project, place it on the legend level
- VG the plan view of Legend level and set the master legend link display to by Linked view, then choose the plan legend view from the list
- Do the same for the ceiling view of legend level, choose ceiling legend view
- Place an elevation and with the same steps, choose elevation legend view
- You can create dependent views from those views above and crop them show that each dependent view only shows the legend that you need
