Are you able to export an IFC in revit with only certain areas selected in the project. When i make the ifc, everything seems to be coming in.

For selection:  Select objects and make a Group, save Group to a new File, export that file to IFC.

For categories:  Go to IFC Export Options and change categories you don't want to "Not Exported".

No,Its not possible.

as if I am exporting a 3D view of a particular floor & I have Cropped the floor in 3D view  & the walls & other elements are associated with Bottom most & top most level so its impossible to export the IFC of that view.

I found a way via the View controls at the bottom of the viewport. The glasses icon allows you to isolate elements etc... Then, in the IFC export options, just go to the "Additional Content" tab and select "Export only elements visible in view".
