How to get CAD and Revit to get on the same coordinate system so when I export to cad and/or link a CAD file into my Revit model, it export into CAD and/or comes in to my Revit model at the correct location?

That's what Shared Positioning is all about.  The question you need to answer first, is which coordinate system you want to share.  If you want to use the CAD's coordinate system (which you would if it's the Civil), then move the CAD to the correct position/orientation relative to your Revit building, and then Acquire Coordinates of the CAD.   If the Revit coordinates rule, then move the CAD to the correct position/orientation relative to your Revit building, and then Publish Coordinates to the CAD.

@barthbradley @ennujozlagam  Thanks, ill definitely refer to those links. I think I have it figured out. What I had needed to do was export to cad and then back into Revit, but I was exporting out with shared coordinates and then it was coming back in at the wrong location. But I switched to project internal and I guess it kept it at the projects coordinates going into cad and that worked bringing it back into Revit at the same location.

@ChrisGamble : When you set up Share Positioning between Revit and AutoCAD, it's good practice to the name the Site something other than the default "Internal".  Keep in mind that the Site Name is recorded in the DWG as a Named UCS with the prefix "Revit60-".   There can be multiple -- from multiple different RVTs.  All the Linked DWG's Named UCS's are all listed in the "Choose Site" dialog box in the Revit Project -- even the Named UCS's from other Revit Projects.  So name your Site with that in mind.
