I was trying to create a new shared parameter in my project and got the following error. "The shared parameter file was not successfully saved"
I am the only user on this computer and have all saving rights. Any ideas how to fix this?

try saving to a different directory. may be a permissions thing (yeh, I heard you. but, still, Widows may not see it your way. It happens.)
I have tried opening different shared parameter files as well as creating new ones. it just doesn't want to play with that type of file.
"that type of file"? It's a txt file for crying out loud.
What a minute. How are you going about it? Also, a Project can only have one active SP file at a time.
I agree but it must be loaded into Revit. I cannot open an existing file or save a modified or new file from Revit so regardless of the format any files are useless.
Try troubleshooting by copying and pasting SP content to a different file/different name; load into project/family, and try working with that one. Also, stick that SP file in the same directory as the project/family (although, that shouldn't make a darn difference).
I cannot get any SP file into the project.
Steps taken
Manage, Shared parameters, create, navigate to location where project file is located, name file, save, click ok, get error.
I don't know nothing about repair but I have tried the reboot and relaunch several times.
You are not supposed to be able to write anything in that folder below. Choose another folder outside of C:\Program Files|

Changed to a different file and got it to save. It is strange that I have been doing it the same way for years and never ran into this problem before.
Did you not read the very first suggestion I gave you: "try saving to a different directory. may be a permissions thing"???
I got the same problem. The file properties were ticked as 'hidden'. if I untick that option it works
