Unfortunately the error is not when opening a .dyn file but rather by clicking on the icon to open Dynamo.
Marking the solution gives others the impression that it resolved the issue you are having...in this case it didn't
Which Revit Build do you have installed?
Which Version of Dynamo are you using?
Do you have any packages which you have installed (recently or shortly before this error started showing up)

I have the version 2019 and 2022 of revit.
Dynamo Core 1.3 and 2.04
Dynamo Revit 1.3.4 and 2.0.4.
Add ins i have only the navisworks export and Bird Tools.
But i uninstalled all revit versions cleaned the regedit and deleted all folders of revit. after i installed the 2019 again without any addins. And the error was the same.
From what it looks like, you need to reinstall the .NET Framework. After you do run the windows System File Check tool to double check and repair any other corrupt system file. Reboot and try to relaunch the application.
... When you say Cleaned you do mean a clean uninstall following step described on Autodesk's Knowledge Net? This includes Dynamo?

I reinstalled the .NET framework and i run the windows file check. But it stills not working. If i log in with a different windows account all works fine. Probably i have a issue in my account.
Clean the %TEMP% folder and retry for a last shot
If the issue persists my only guess would be that the related registry keys under your user account are corrupt and were not properly cleaned when you uninstalled....Did you follow the steps recommended HERE also for Dynamo?
If nothing works ... recreate a new windows account
