Can you upload a section of what you are talking about? Keep in mind that Revit wants you to build your model as if it were a real building. Once your floor and ceiling structure are made up of the correct members, you should be able to use the "Join" tool to merge the two.
If I understand you correctly, you want the top of the ceiling to match the bottom of the floor or roof above it, no space between them?
What do you mean "enclose" and what do you mean by "gap"? Do you mean you have a dropped ceiling? A soffit? Is so, "enclose" the ceiling with a wall (representing the framing to which the ceiling is attached), and extend those walls to the underside of the floor/ceiling above it. If your are working with a number of soffits, you might want to create a BOS Level ("Bottom of Soffit"), and place your soffit walls on this "Base Constraint" level, and set their 'Top Constraint" to the level of the top plate above them.
Other fun ideas:
1. Lower the roof/floor
2. Raise the ceiling
3. Use a thicker ceiling
4. Put nothing in the gap and note on the plans that it is suspended by very thin wire
