eliptical line won't stop snapping to itself

In image 1 I was able to draw an elliptical line, and then use the offset tool to make the thickness (these are detail lines). However, when I go to create a region I can't make this shape! In image 2, they seem to always snap to themselves for some reason.

 

what I have tried thus far:

Drawing it 100% manually with region draw tools, same issue

offsetting, after drawing the lower one with region draw tools, same issue

pick line with an offset after drawing the lower line with region draw tools, same issue

pick line of the detail lines that are already manually drawn, same issue

 

any ideas?

I forgot, when I move the grips at the ends of the line it will snap back to the end when I release. However, if I move the grips far enough away they will stay put to where I release my mouse.

Well, I'm having difficulty reproducing the issue you're reporting.  After reproducing the lines in your image #1, I can easily make a filled region that incorporates the two lines for filled region boundary lines, either by re-drawing new filled region boundary lines over them or by using Pick Line, then drawing two small segments to complete the loop and click Finish.  Works great.  Perhaps I'm not completely understanding your Steps To Reproduce because I was never able to see the behavior described in your image #2.

 

I do see strange behavior when trying to drag the end of the ellipse slight off its center axis--you have to move it farther than you might want in order to keep it from snapping back to its center axis.  This is a geometric snapping constraint that is not affected by turning Snaps off.  If you really need to move that end just a tiny bit, draw something else there to which you can snap, drag the ellipse end and snap to it, then delete the snapping line you drew.

Maybe it's a RevitLT issue?

I ended up just re-drawing with splines (which isn't great). I'm also using metric trying to have the lines 16mm offset from one another.
