I successfully created a topography with accurate elevations and coordinates however when I wanted to define the 'graded Region' and change elevation of the points, I figured all the points are consistently 25 m below the actual value.
Surprisingly, in sections and when I link other CAD files, the elevation is correct. It is only the point that shows incorrect value.
I hope someone can tell me why.

Because the elevations of the Toposurface Points are Absolute...They relate to the level the topography was first created/hosted to.
When you place new points you are given the option to either place them as Absolute of Relative to an existing toposurface.
