Elevation Tag Orientation - Project North vs True North

I'm having issues with how Revit handles the orientation of my elevation tag in views oriented to project north vs true north.

 

Here's a view oriented to project north, which correctly shows detail # over sheet #:

Here are my text settings within the elevation tag family:

Is this just a limitation of Revit, where true north is rotated > 90 degrees?

Check Fixed Rotation box for the label.

Unfortunately, the fixed rotation was the first problem I solved, which caused this:

The labels are still out of order, in addition to the text rotation issue.

I appreciate the help, but there's a disconnect between what I'm asking and how you're understanding it. I'll try and explain again:

 

Image 1 shows project north, where the elevation tags were created (by default):

Image 2 shows my correct true north, but shows my elevation tags with the labels reversed (sheet # over detail #). This is a rotation of project north by ~102 degrees:

Image 3 shows an alteration I made to true north to try and illustrate my problem. Here I've reduced the true north rotation vs project north by less than 90 degrees, and the order of the labels on the elevation tag are now in the correct order:

Is it not possible for me to show my correct true north with the elevation tag labels in the correct order?

You didn't mention the 102 degree before so I only tested with less than 90 degree rotations.  Anyhow, I got it now that when the rotation is more than 90 degree, the detail number/sheet number reverse.  Maybe that is a reason they put the detail number outside and only the sheet number inside the symbol for the OOTB families.  Sorry but I have no further solutions for this.

 

Worth to mention that I would never have the True North and the Plan North differ more than 90 degree in my normal practice (preferably less than 45 degree).  I think the Plan North should respect the True North to some extent.

Generally, I agree with you. This project north was a carry-over from our preliminary planning meetings, and it felt too inconsistent to suddenly flip upside down for DD/CD. Thank you for your help, though, at least now I can stop messing with label properties.

You could create a separate family with flipped labels and create another elevation type based on it. Hide the true elevation tags in the True North plan and add new elevation tags that referencing the actual elevations, using the new type.

In Revit, elevation symbols with a line and two values inside the bubble have this particular problem, which does not occur with section symbols. The only way to avoid this is to make a custom symbol that contains an array of pointers, usually 16 items. That keeps the correct orientation of drawing number and sheet number at any orientation. The line that divides the circle in two must be made with a masking region, not with a line.
