Hi, Can I move elevation mark in one plan view without changing the location in other views? any help would be appreciated.

Sadly, no.
I use view references to deal with this problem.
I made a view reference that looks the same as my elevation tags, then hide the actual elevation tag and place the view reference in it's place. Then I can move it wherever I need it.
Not ideal.
View Tab -> View Reference
"View Type" set to: Elevation
"Target View" set to the view you want it to link to.
The view reference family will likely not look how you want it to.
Try the one I have attached.
Doing that will move it on both plans. I just triple verified this.
Here is a screencast showing it happening.

David, thanks for the tag. Should I create 4 types(UP, Down...), or is there any check marks that I can use for UP, Down...

You need 4 types for the family unfortunate (unless someone can find a way to improve my family). There is a parameter that controls the direction for each family type.
You also need 4 types of view references. Each referencing the family with the matching type created.
So make a View Reference named "Up" and have it reference the family that is named (and checked) "Up" as well.
You can probably copy mine in if you copy them all at the same time and reference a drafting view or something.
