Elevation from host not available

Elevation from host for AC unit is greyed out or not available / not there.

tried all we could find, usually we can get Mech items to change to being editable WRT the elevation (we need them free not hosted etc) normaly host them, link that to a new model and copy monitor etc etc.. but this one.. no go

this one is free but cannot get the elevation / offset from host option to work

Make the Family Work Plane-Based and host it to a named Ref. Plane Work Plane in the Project.  Control its offset from level by raising or lowering the Ref. Plane. Or make the Family a Face-Based Family.

works as below, wondering though why can we make others (like second image) just editable of their own accord?
