I have to make several stairs due to different floor to floor heights. Therefore railings are generated at places where they are not needed. When edit railing path, they are 2D, it is hard to know which lines in the path to delete and always get error messages after deleting some lines.

You can't do it to railing placed oon stair as a whole and not by sketch. Use Split tool to split the railing itself (not the path) at the opening and delete the segment. Or, delete the railing, create it again using sketch + pick host, then draw sketch lines only where needed.
After I successfully made a railing with sketch for a run, I kept getting the error messages when I tried to create another railing by sketch in plan, no matter it is multistory or single story stair, it seems to only allow me to do it in 3D view, but it is hard to sketch there.

Set the work plane of the view back to the Level.
Setting the work plane works for 2 -run stair.
I have a stair with 3 runs from level 1 to level 2, I have tried set either level 2 or second landing as work plane, it allows me to sketch in both situations, but the railing always falls to the 1st run. which I can create using level 1 as work plane.
Before you sketch the railing, use Pick new Host and use TAB to select the specific stair run to host the railing.
FYI: Work plane is to show the sketch lines when you draw, it does not dictate where the host is.
