Dynamic Table Rows With Tags And Notes

I could not find how to achieve this. Please see the video attached for a better explanation. Can I do such in Revit? Both are tables with numbers and tags respectively. Both numbers and tags are dynamic (moves) with it's row.

Yes you can in particularly in the title block is really common you only need to create the label and the parameter you want to put parametric and another that you want to put manually if is this the case.This blue point that appear in the picture are your restriction that you can edit where ever you like , when you have a sentence that need more space automatically go down the phrase that no fit it.
