If I select a Dimension and hover over the value/text and then press EW, the dimension is unselected. If I hover anywhere else the shortcut works and I can edit the dimension. This is a small inconsistency but when working a lot with dimension it can be quite irritating as you loose flow. Are there any plans to fix this?
Wouldn't this be more appropriate on the product feedback page?
My default keyboard shortcut settings share "EW" with two commands; Arc Wire and Edit Witness Lines. When that's true you need to use one of the arrow keys to choose the other shortcut. Also mouse/cursor position influences selection (Tabbing) and right-click menu options too, it's how any software determines context so it will always be important to be aware of how you've positioned your cursor to get results.

In that case, why not just get rid of the "End-Wire" keyboard shortcut? Or change it?

Tested in 2019 and EW works on the text. So, it does work as expected. No fix necessary.
Next step is to figure what is wrong on your end.
Also, turning off the electrical tools through options also turns off the wire command with the same shortcut.
I wouldn't because I don't use either of them personally, it was just an observation and possibly a factor in their issue. They could certain eliminate the duplicate shortcut and then it would work more easily. I don't double up shortcuts for this reason.

EW is only defined as a shortcut for Edit Witness Lines for me so that's not the issue.
I was in error, it wasn't hovering the text that caused this behaviour, but hovering the light blue dot below the text.
