Dimension line Not Highlighted When Object Selected

The dimension lines shown in the image below are connected to the highlighted window. I am not sure why the dimension lines are not turning to the typical blue and allowing for a manual # entry.

Is there a setting to activate dimensions for all objects or is this only a manual option? I have no idea why my objects are not dimensional right now....

No.  You can only activate dimensions for one element at a time.

 

The reason is that your window family has shared component(s) nested in it so Revit requires to Activate dimension manually in project to prevent performance degradation.

FWIW: If it takes more than 200 milliseconds for Revit to calculate the temporary dimensions, when selecting an element, then to maintain good performance Revit will abort this calculation and the temporary dimensions will not be displayed.
