Hello everyone,
I'm working on a project with imported dynamo topography and I need to create a fairly simple 'new' topography (it has to be shortened by 10 meters). So, I created a new 3D view by duplicating the existing one to use it for the new phase. Then I discovered that you can control the phases and phase filter in both the sheet- and topography properties. I have been trying all kinds of logical combinations, but every time when I change the topography in the new 3d view, it changes in the existing one too.

Can you elaborate on "Dynamo Imported Topography"? Using dynamo you can create/represent topography in so many different ways, Directshapes, Floors element, Mass element, Generic Model element, as well as Toposurface... Could you be more specific?
Are the views set to show complete? or show all? If you provide the views' Phase and Phase filter settings of each view, it might be easier to understand what and how you are trying to phase the topography...

The internship I work at has programmed it for me, I do not know anything about Dynamo really...
As far as I know, the only thing Dynamo has created is a Topography Surface.
My settings right now:
View properties Topography properties
3D View Existing Phase filter: Previous & new Phase created: Existing
Phase: Existing Phase demolished: None
3D View New Phase: Previous & new Phase created: Existing
Phase: New Phase demolished: None

Is it a Revit Toposurface or a direct shape? (The former you can edit its points..if you are not sure, could you attach the file?)
From your description (and if it is a Toposurface element what Dynamo created) you seem to only have 1 Topo element..ie: any changes you apply to it in one view will ultimately be reflected in the other view
To phase Toposurface (example: for calculate Cut and Fill calculations/visualization) you will need to work with graded regions (alternatively split regions and sub-regions) ... See Link below:
