Detail View - Display Model - Halftone - Not Working

I am drawing a detail in a detail view with the model as an underlay for reference. I set the "Display Model" setting to "Halftone" but it stays black instead of turning to gray per usual.  "Do Not Display" hides the model per usual.  Annoying not to be able to easily see what is model underlay

I am using Revit 2020.2

It's seems to be something in this project or view template setting b/c I opened a new empty file and the setting worked as it should.

I've never had this issue before....what could possibly be overriding this setting to turn the model to halftone.

First screenshot shows that the Display Model is set to Halftone but nothing is halftone. Second screenshot shows the model turned off (you can see the detail items and that the model below should have been halftone)

Hello,
From "Manage" tab>> additional settings>>Halftone/Underlay. Make sure that half tone is set to 50%.

check below photos.
