I modified the existing Revit callout head to be smaller, now the connecting line extends into the callout head.

Unable to replicate that no matter how I stretch it... tab select the callout to reveal the grips of the leader and try dragging around!!

Nothing shows wrong with it at my end...it works fine! cannot get to misbehave like it is doing at your end (tried it in 2018/19/20/22)

What you show is a section head, not a callout head. You shared the wrong family.
that's what I thought first looking at the image in the OP but the file shared is a callout head family; Detail Views use callout heads not section heads

Again, that family is for callout head. For a detail section, the symbol definition is still under Section tag. I know it is confusing more than it is supposed to be but if you look at the definition for your detail section tag you can find out the family, then share it here.
