I posted the same inquiry a few years ago. When I get a reply back; I'll let you know. Ha! But, since discovering that they don't tag or keynote, I use array instead.
as i know, purge can only be used to unused elements. Thus, I'd rather select an element of interest, and select all(shortcut-SA for select all instances), then hit Delete key in order to delete all that was selected in that particular view. If you do that in a 3d view you won't have to move around different levels while repeating the same selecting single element, SA and deleting.

Ignore the 3d remarks, you can do the same with repeating components on a non-3d view: select All in project and delete. Then they can be purged.
Huh? It's 2015 but it can be done since Purge command was invented. Repeating Detail is a subset under Detail Items.
You sure about that @ToanDN? Unfortunately, I can't test, but I recall asking the same question years ago? And, it doesn't take rocket science to operate "Purge Unused", even as a newbie. But, like I said: I'm not a proponent of Repeating Components. I've evolved.
Sure. But I cannot prove it since the oldest version I have is 2013 and it works the same. The only reason you didn't see them when you purged is they weren't completely deleted from the model, plus the fact they are not accessible via Project Browser.
I use both Arrays and Repeating Components. Nice things with repeating components are that they can be Trim/Extend like line based families; they are type based so changing from one type to another is rather easy.

my bad. misunderstood repeating detail to plain detail. no 3D views possible. Just 2D detail view.
