I'm having an issue where some plan views open by default panned over to a blank area. It's not a phasing problem: I have the view cropped so when I open the plan view, I see nothing. But, if I just start zooming out I'll eventually find my view. Is there a default position that I can set?

If there is already a plan view open, Revit will open the next one in the same position. I haven't seen a way to change this.
This generally happens when other views are open already. For example, if I zoom in on a specific room in a view for level 1 and then open a level 3 plan Revit will focus on that same location (above the other room). That assumes the view for level 3 is not already open. When that is true its own zoom factor and focus is maintained.
As such when a view is cropped to another part of the model and another view that is focused (cropped) for another part of the model the result is the same location as the previous view which because of the cropping isn't showing anything.
Ideally the logic for opening a view would change when the crop boundary is active and zoom to the center of that instead. For now we've got the existing logic, stay located over/under an existing focal point while opening a new view.
To avoid it somewhat I keep open views to a minimum and especially close views that are cropped differently. I'm also in the habit of hitting zoom to fit (default keyboard shortcut ZF).
