Cyrillic Keynote problem. please help.

Revit keynote is not working in Mongolian or Kazakh cyrillic. I can't use  Ө  Ү  alphabets. I'm using UTF-8, windows-1251 encodes, I tried most of the encodes but still not working. Simple texts are working but I want to use Keynote in my country language just like the others. please help

Which version and build of Revit are you using?  Does the same problem happen in Revit 2022 or Revit 2021 with the latest updates?    
Do other parts of Revit also not support the characters (such as type catalogs for families)
