Custom Property Sets in Revit

Hi All! Is there a way to create custom property set tab with the custom parameter headings

and map those  headings to original Revit property parameters? Purpose of this is to get a requested standard attributes to Naviswork BIM model.

As concerns exporting Revit model to IFC with user property set, it works but so far not in Revit 2021 due to:

IFC not exported with the option "Export user-defined property set" enabled from Revit 2021
