I'm designing a lightweight steel staircase and I have created this simple 15mm cylindrical baluster in the baluster revit family (I have tried baluster & baluster post with two balusters per step and the first baluster meets the top rail but the second one just simply won't do it? My settings are adjusted so all rails are meant to meet the 'top rail element'. I have attached the images of the baluster and the rail and baluster setting.

I suspect it is something in the Baluster Family--like the extrusion needs to be locked to a reference plane?
Make sure the void in the family constrained to the sloped reference planes and cutting the baluster geometry.

I have attached the images of my baluster family below. I think I understand what you're saying but how did you get the void in the family to constrain to the sloped reference plane? Not entirely sure how to 'cut' it?

I've added voids on both ends of the baluster as shown in the attached images. I then loaded it back into my project overwriting the existing version. However, nothing has changed and every other baluster still refuses to meet the top rail ?
Try changing it to a different baluster family and see if it works.
Hi, I just tried to create a new baluster family under 'baluster post' using the same parameters (with voids on both ends) but it still doesn't work
Try changing it to an OOTB baluster family ( one that comes standard with Revit )
Look in the Browser>Families>Railings>Baluster-Round, etc.
Then in your Railing Properties, assign it to the Baluster.

Load the family as @cbcarch has suggested.
By the way, your void doesn't seem to follow the sloped in your screen shot (#1). It should look like #2. And do not tick Cut with Void when loaded and do not tick Post (#3).
Just make sure that the Top Cut Angle is higher the your baluster height
