Yes, sketch a section view (or just select an existing section view) and notice the Split Segment button that will appear on the ribbon. Click on the section line (cut plane) where you want the offset to begin and then drag that half of the section cut plane up/down. You need to do this in a plan view so you can see the section annotation line (cut plane) and select it.

As @SteveKStafford said when a section line is selected use split segment
click on the section line where you want to start the split and then position where you want the new segment to cut through.
