Creating rooms on raised level

Have a floor plan where a level is 3'-0" above the working level. The floor plan shows correctly as the cut line is 5'-0" above the working level, but it won't find room boundaries to be able to place a room. 

Do I need to create a plan region, or is there a way to set the limits and offsets of the room tag constraints?

Set Room Area computations to area + volume,set the raised floor to be room bounding and draw room separation lines around the raised area if you don't have walls there.

Go to any view where you can see the level, select it, and use the properties to set the "Computational Height" to 3' or higher:

Or place the rooms in a floor plan view that is associated with the raised level. They will still show and be taggable in your original floor plan view if the ranges are correct.
