I have created a label for my title block that is instance based but I need it to be type based. I created the shared parameter. Loaded it in to the project file and loaded the shared parameter in through the project parameter tool. When I tried to change the label to a type parameter the 'sheet' category disappeared so I had to keep it instance based. Is there any way I can make the label a type parameter so I do not have to update the information on every sheet? Please help.

What type of parameter? See one of my old threads where I learned the hard way that text parameters behave differently from yes/no parameters. See all the way at the bottom how text (I assume since you say label) works.
Assign the parameter to Project Information category, not Sheets category.
I looked through your thread. I am not sure I completely understand. You created the shared parameter in the title block family and then linked it to a project parameter in the project file? Can you please list your process.
This was how I did it:
Create a shared parameter called 'project site'
add label to the title block
load title block in to main project file.
Add shared parameter to the project parameter list.
I am able to edit the label but I have to type it out on each sheet individually. I am trying to make it so that I only type it once and it updates on all the sheets.
Did you add the shared parameter to the label?
Did you make that project parameter to be for "Project"? it will then show up under Manage -> Project Information
IT doesn't have to be "sheets", which may be counter-intuitive.
(For Revit 2021) To have access to "Project Information" the parameter MUST be an INSTANCE PARAMETER. I didn't see any differences when it came to "values are aligned per group type" vs. "values can vary by group instance".
To make the information edits that propagate across the shared parameter CAN NOT BE A TYPE PROPERTY as intuitively inconsistent at that may seem.
