I would like to know if revit can create section marks (as show below) without actually creating a section. I was thinking about creating a symbol but seeing if there is another option before i try. Thanks
if you use the default section marker annotation, you can set the section marker to not create a view and associate it to a drafting view (which you can leave blank)
if you just want to create a section marker symbol with no parametric/bidirectional capability, then just create a new annotation symbol using the generic annotation family.rfa file.

Thank you for your response. I did make a default section mark which populated views in Drafting views, but i do not want these views created in my project browser. If i create a new section mark symbol am i able to make it smart? For example, i know i can add labels into the symbol but i would like to make it so i can control the length of the section like you can with a regular section mark. Is this possible??

you should be able to create the annotation symbol with basic geometry (lines, circles, hatching, etc.) and then parameterize the length, radius of circle, etc.)
