create form button is missing

I am trying to create something with no thickness, a simple 2D plane in a family. I am struggling to find "create form" button that people use when they are modeling things like fabric. I've made multiple reference lines, yet no such button is showing up. How do I fix this?

Create Form only exists in Mass family or Adaptive Model Family.

I am modeling under generic model. This still won't work?

No.  It has to be Generic Model Adaptive.

Then there is no way to model something that is 2D or has no thickness like a piece of paper or fabric in generic model family?

No.  Either use a Generic Model Adaptive or a Mass to create a surface, or model it with a very thin thickness.

Model it? A model by definition is 3D.  If you want a 2D surface, draw a 2D Filled Region. Unchecking Draw in Foreground will allow you to place the Filled Region on a Work Plane.
