I'm facing an issue to Create duplicate of a sheet as its grayed out / hidden and hence i cant duplicate a sheet with all the views in it.

You can only duplicate sheets that have no views. You can copy and paste additional sheets with the same frames using this method, Revit will automatically advance the sheet number based on the last sheet number created...
Sadly you can not duplicate a sheet and all the views on that sheet. I believe the reason would be you would need the software to duplicate all the views, given them a name and have the sheet look the same. I'm actually not sure why anyone would want to do that, surely you need a new sheet with 'similar views' that have different content, visibility, etc.
There is no magic wand for this.
You can duplicate a View ( dependent, with detailing ) but not sheets..
Also you can not put same VIEW on two different sheets ..
( Ex : Floor Plan, Elevation, Section, etc )
Exceptions being LEGENDS, SCHEDULES etc..
If you want new sheets with same views, then you need to duplicate VIEWs as well and
those new ones you can place on new sheets...
There is an idea on the Idea Station for this exact functionality. Perhaps you want to add your vote? It already has a good amount of support.

You cannot duplicate a sheet but can duplicate an existing view and place it on a new sheet - if that is what you are trying to accomplish.

Check out Ideate Clone that allows you many options to duplicate a sheet and the viewports contained within that Sheet. It will even keep views aligned.
OP, even though you can't duplicate a sheet per se, there are some ways to make almost a duplicate easier. Here's a few:
1. Create a Guide Grid on a sheet and give it a name, crop it to just one crosshair and place it where you might want the intersection of grid A-1 for example. You can turn it on and off on every sheet, and it makes it possible to position level 1 on one sheet in the exact same place as level 2 on another sheet.
2. If there is a detail you want to place on more than one sheet, make it as a legend. You can place the same legend on many sheets. You could use another guide grid to help align these quickly.
3. Text objects will copy from one sheet to another, and you can place them on multiple sheets at the same time without opening those sheets.
In my world, a duplicate sheet is redundant. Kind of a waste, really.
If you take into consideration that the same view cannot be on more than one sheet, then it makes perfect sense for it to not work.

I had to chime in cuz there's no recent forums for Revit 2022 in which I was actually able to duplicate sheets like everyone said wasn't possible (yet). It won't copy the views but it will copy legends, titleblock w/ new sheet number, and schedules. Was my preferred method for new sheets.
Anyway, it lets me duplicate a sheet with detailing on one machine, but does not let me duplicate it on my new machine (option grayed out). Same Autodesk account and everything. Now on my new machine I cannot use this method and I miss it.
Does anybody know what may be causing this? Thanks
Is Revit 22 updated on the other machine? I believe this wasn't available until R22.1.
