Is it possible to create a schedule of a revit family that has been loaded into a project? but hasn't been placed into the building? it seems like schedules can only be created if you actually place it into a the building. is there a way of creating a schedule of the family without having to place it into the building model?

No. In that case, what most user do is this: create a phase that happens before Existing. Some users call it "Annotation" or "Documentation". Go to a floor plan. In that view set the Phase parameter to that "Documentation" phase. And set the Phase Filter to "Show complete". Then place the families that you want to schedule. Then create a new schedule of that category, and set "Documentation" as the phase for the schedule. These families will be invisible in other views if their Phasing parameters are set correctly.
