I have to design a large outdoor paving area (10000 sqm). The paving pattern defines the position of lighting fixtures, street furniture, water features and trees. Hence, I need to be able to define clearly in 2D and 3D the pattern elements (two kind and shapes of stone tiles) and quantify them (for production and cost estimate purposes).

The surface is sloping in certain areas so the paving should adapt to the slopes.

 

Is it possible to build a "paving family" and apply it to a surface? What would be the best approach (maybe mass + curtain system)?

use surface pattern in floor and choose the model pattern type.

It will be use for position of fixtures in 2D and 3D.

You can create a floor with shared parameters - for instance, number of tiles per sq. ft - that will be able to do the calculations required for quantification. Also the model surface pattern, as suggested by @KuberanBaskar

 

Another way would be a nested tile family in a family with parametric array.

If the tiling pattern is already achievable using a material with a model surface pattern then that would be the preferred choice.  The next choice would be using a mass with a divided surface and generic model pattern based.  If you can share an image of the tile layout so we can give a more specific approach.
