Copy/Paste from Link defaults to Vertical

I'm working on moving our component families from our template to a linked container file. 

If the user copies some face-based components from the link, then just pastes, it usually defaults to Vertical, with no option to change from vertical to face.

However, some components will paste with the option to change the face.

They're all face-based, specialty equipment components.  They don't have the "always vertical" option.  I've compared one that usually pastes vertically and one that provides the option to change to face, but I don't see a difference in them.

Families attached.  I did not build these families and the person who did is no longer with us.

Face-based families don't have "always vertical" option at the begining so it can be aligned at host face.

I don't want them to align vertical, but sometimes, the only option it gives me is vertical.

That is always the first option. I don´t think there is a way to change that default order.

I don't care about the order, but sometimes, vertical is the only option as seen in the first pic.  The option appears on a tiny sub-ribbon and not the standard ribbon.

By 'order' I meant that "vertical face" is always the first choice.

Both behave the same when copied pasted.  This is the only option.

If you want to copy paste one that hosted by a non-vertical surface then use paste aligned instead of paste.
