I have a finish tag family with a "large" type and a "small" type. However, whenever I add a leader to the small tag, it attaches to the corner of the large tag, even though the large tag isn't visible. Is there a workaround for this, aside from having separate families for the difference sizes?

you add a Leader inside revit family?
use the same geometry, add parameter dimension and create types family, do not use yes or no parameter for geometry
One family with 5 types: 1 Large and 4 Small with extra lines to "extend" the automatic leader lines automatically generated by Revit. Downside: the user has to remember to change the family type everytime they change the position of the leader line.
Can you explain why it is you have two sizes of symbolic tags when they automatically scale with respect to the view?
I know why I would have use for two seperate sizes but it seems more of a hassle to have to have 5 types in a single annotation tag family rather than two seperate annotation tag families for large and small sheets/presentations formats.
Hope this helps,
