I have two lines which I need to be parallel regardless of the angle (highlighted in red):
As soon as I change the angle, I get they are no longer parallel and I get an error:
How can I constrain these so that they are parallel? Is there specific constraints or do you have to use additional dimensions?

Did you lock the dimension?
Are both lines originating from the same work plane? If not, I can see why this would happen.

Add angle constraints between each segment so you define each relationship clearly. If you're in the family editor you can create a parameter to govern the angle and place angle dimensions for each parallel line and assign them to the same angle parameter.
If you're editing the sketch of a ceiling/floor in a project then it's probably just easier to use Rotate to reposition them correctly. Or temporarily use a global parameter to drive the angle after adding more dimension constraints (see image).

Tried connecting the line endpoints to the horizontal and vertical planes as per link by @barthbradley and also tried @Steve_Stafford method with angle parameters for each line. As per @syman2000 suggestion, the dimension is locked.
And this is what I get...
This isn't the exact one as in the first post so I did it again so that I could create a screencast but the issues are exactly the same...
I would create Model lines and use the as your rotating parameters. Then create your model and pick those model line as your guide. See attached for sample.
There are different ways to do it, as you have seen in this thread. I would do it in this way:
I constrain the starting point of each reference line to the intersections (1 & 2) of two reference planes. Then I control the angle of each line with the same parameter (A). The distance between the intersections can be controlled by another parameter (Y).
