COBie is a supposedly universal to transfer the "I"nformation of BIM to building owners for FM. Essentially it is a spreadsheet with info about your model. Check out this article from the UK, explains it pretty well:

COBie is a data exchange format during the operation and handover phase of a project. This often takes the form of a spreadsheet that is peoplefriendly-readible. 
By using the addin BIM interoperability tools of Autodesk. This spreadsheet can be generated directly from the drawing.
Later this spreadsheet can be used by the facility manager/owner during the operational phase of the building.
