I am having trouble adjusting the clipping plane in Revit 2017 which is the version I am working in. I have two IFC formatted files linked in Revit which I received from a wood fabricator. When I adjust the clipping plane heights, the cuts in plan stay the same or go to the top of the structures/aerial.

I don't see a problem. What are you expecting?
….you need to be a little more descriptive of the problem. There is nothing jumping out of those pictures and screaming "PROBLEM!"
You are highlighting the "Clip with Line" and the "View Range - Cut Plane" those are two different things...
Maybe your client is better off looking at the sections to see the different connections at different height
If you want to create views with limited depth You need to adjust the values of the "Bottom" and "View Depth" (example cut @ 3' and bottom/depth @2' ) see image below

I can confirm that I inspected your file -- specifically view range behaviors -- and found nothing out of the ordinary. My testing was done in 2020. I don't have access to 2017. Additionally, I see nothing out of the ordinary in your Screenshots. Can you describe what you think should be happening -- or what you want to happen? Maybe Scope Boxes would get you there?

When I make a cut at say 2'-0" AFF (Cut Plane) and I then adjust to 5'-0" AFF (Cut Plane), the heights stay the same for the wood framing model. The model and wood framing is tapered and I need to figure out what the dimensions of the wood veneer need to be in order for fabrication to occur. As the structures increase in height, the structural wood framing should get closer together like a pyramid. You should go to 3D View to understand the geometry of the structures.
The plan appears to stay the same even when the clipping plane rises or is lowered in elevation.
Please review the 3D View which may help you understand my situation.

Let me make this suggestion to you: Turn OFF Thin Lines so you can differentiate Cut Lines from Projection Lines in the View.

Sounds like you want a Clip. You want to get rid of as much extraneous line work as possible; right?
I just want to be able to lay the exterior millwork veneer over the structural wood framing in plan as it tapers up. Right now with the way my settings are, it is not working.
Can you send me two to three screenshots from when you change clipping plane elevations? I want to compare what you see with what I am getting on my computer.

How have you laid "exterior millwork veneer over the structural wood framing in plan" before?

I am a licensed architect with 22 years of experience. The millwork plan details will be done in 2D detailing in Revit. However, I need the structural members to taper as I create 2D section plan cuts from the bottom to the top in order to dimension and give to the wood fabricator.
Does this make sense? I know that model is unusual with to IFC files linked.
