Change path for the image to a relative doesn't work for Revit 2021 & 2022.
It works in Revit 2020, however doesn't work in 2021 and 2022.

Relative is available when the project is saved. In a blank new project, it is not available

That was not your original question. Nonetheless, its still no new discovery...
The option to set Relative Path does not work in cloud models and it shouldn't... Imports and links into a cloud workshared models should exist/be stored on the cloud...Hence, relative path would be irrelevant.
You would basically use a relative path only when worksharing on a local server and/or when you are transmitting a model.

It works for Revit 2020.
Again refer to previous reply, when worksharing on a cloud, links/files/documents are hosted on the cloud to be accessible to everyone. Hence, a relative path would be irrelevant in this case. Apparently they made the mistake in one version update to figure it out later and disable it. I have the following versions and I can confirm that the option is not available on any of them (2018.3.3, 2019.2.5, 2020.2.5, 2021.1.6, 2022.1.1).
However, should you feel it is something crucial and a must have, you can always address Autodesk support or post your request on Ideas forum
